Paralell to the language allocation plan, content-based learning instruction is crucial for grade level mastery of all subject areas. The state of Texas has developed a Dual Language Framework that provides guidance for the effective implementation of a dual language program but also aligns to content language instructional practices for emergent bilingual students who are also recent arrivals, long-term emergent bilingual students, gifted and talented, or with disabilities
