Dual Language Education not only serves emergent bilingual students in English and the partner language, but it is also an academic program that will result in higher academic achievement for all participants. Paralell to the language allocation plan, content-based learning instruction is crucial for grade level mastery of all subject areas. The state of Texas has developed a Dual Language Framework that provides guidance for the effective implementation of a dual language program but also aligns to content language instructional practices for emergent bilingual students who are also recent arrivals, long-term emergent bilingual students, gifted and talented, or with disabilities
