Dual language education holds great promise for multilingual learners. The key to success is engagement in a systematic program planning process that is informed by current research, inclusive of diverse stakeholders, and responsive to local community needs. This interactive workshop walks through the basic building blocks of effective dual language program planning/design and highlights how key programmatic features prioritize equity and directly support realization of the Three Pillars of Dual Language: Bilingualism/biliteracy, academic achievement, and socio-cultural competence. The workshop provides sample language allocation plans as well as multiple opportunities to network, ask questions, and connect new learning to participant contexts.
Abstract:
This highly interactive session guides participants through a systematic and inclusive process for developing a Dual Language model that is aligned with current research and responsive to local community strengths and needs. The session content is grounded in the theoretical framework put forth in the nationally acclaimed Guiding Principles for Dual Language Education (GPDLE), 3rd Edition (2018), a publication that provides research-aligned and practitioner-informed guidance on program planning and evaluation.
First, we define Dual Language education and highlight the goals and features that distinguish it from other English learner program models. Participants explore the GPDLE’s Three Pillars of Dual Language Education (Bilingualism and Biliteracy, Academic Achievement, Socio-Cultural Competence), engaging in Turn and Talk to clarify how a commitment to equity looks within each Pillar. Participants reflect and record ideas and new learnings using a Three Pillars Tri-fold.
Next, participants are introduced to a systematic program planning process that aligns with the research on effective program planning (GPDLE, Strand 1) and development of a robust Language Allocation Plan (LAP) that centers equity and ensures a clear pathway to biliteracy. Through a Gallery Walk, participants collaborate to apply new learning. Using a LAP Analysis Tool, participants analyze, discuss, and evaluate LAP samples and identify how specific programmatic features serve to uphold equity and support realization of the Three Pillars.
A Question/Answer session follows, and participants engage in a Reflection Activity to connect new learning to their specific contexts, consider implications, and identify 3 Action Steps for moving forward in their districts.
