The National Committee on Effective Literacy (NCEL) uplifts research, policies and practices to ensure that English learners/emergent bilingual students leave school as proficient readers and writers in English and preferably more languages. The NCEL study captured the voices of educators across the nation describing how the Science of Reading has impacted their literacy program and instruction for EL/EBs. This session will present the findings with recommendations for informing high quality English and biliteracy instruction TK-3rd grade.
Abstract:
Leaders in the field of biliteracy/dual language education formed a committee in response to the lack of attention to quality literacy instruction for English learners/emergent bilingual students (ELs/EBs) in the “Science of Reading” (SoR) movement. The committee is comprised of researchers, teacher educators, teachers, administrators, school board members and advocates from across the nation with deep expertise in literacy and the education of English learners/emergent bilingual students.
The committee conducted a field-based research study to capture the voices of educators across the nation about successful approaches and challenges to teaching early literacy (reading and writing) Pre-K- 3rd grade. The study is designed to document how Science of Reading initiatives are being implemented in schools, the potential impact on biliteracy/dual language programs and successful literacy approaches in biliteracy/dual language as well as English only programs. The study used a mixed method for collecting evidence through surveys, interviews and testimonies. The researcher-developed interview protocol was developed and piloted in early 2023 and interviews were conducted with volunteers via zoom. The analysis of the evidence will help inform the field about high quality English and biliteracy instruction in PK-3rd grade for ELs/EBs.
